Certificate of Need (CON)
Our principal areas of practice are in the South. Much of our current work is in Georgia, Tennessee, North Carolina, South Carolina, and Alabama. We carefully monitor regulatory trends and emerging opportunities through ongoing conversations with state regulators and by reviewing updated State Health Plans to identify early opportunities. Two partners work in this area in order to provide maximum client benefit from complementary skills and viewpoints. We undertake careful upfront strategizing with the client to enhance the likelihood of success for the project. This approach has resulted in extremely high approval records.

Data Mining and Analysis
For states where statewide data bases exist we use, for example, State Hospital Association data, to track opportunities in Inpatient and Outpatient care segments. In addition, we access many industry, federal and state databases to analyze sales or service delivery markets via Geographic Information System (GIS) or "mapping" tools. This allows us to organize and then sift through huge amounts of data to find the nuggets of opportunity which fit your criteria.

Evaluation of Services & Programs
Like market research, service and program evaluation uses a variety of quantitative and qualitative tools. But the work focuses on determining the extent to which the program or service meets its intended goals and objectives. Evaluation seeks to identify the human and organizational reasons underlying the current operational characteristics of the service or program. Like the Kaizen approach in quality improvement, evaluation seeks an understanding of the processes, roles of participants and perceptions of the people involved, including those to whom the program reports, which must be understood if constructive change, or if replication of the program, is to succeed.

Market Research
Healthcare institutions and services exist in a community of lay users and clinical providers. Understanding how the lay community perceives your institution or service is crucial to your ability to retain a loyal patient base for current services and future growth. In the same way understanding the needs and perceptions of the clinical providers who use your facility, and who recommend services to their patients, is critical for maintenance of existing services and the establishment of new product lines. Each healthcare institution has unique circumstances, for this reason we customize market research to your individual needs. Our research into the knowledge, attitudes, and perceptions of your customers, clinicians, business community, and payors uses a variety of tools and skills. We blend both quantitative studies, such as analysis of patient flows in your facility or community perception surveys, with in-depth-interviews with stake-holders, focus groups, and ethnographic observational methods as required to give you a picture of the issues which affect your market position.

Medical Staff Manpower & Development Planning
Hospitals, medical staffs, and boards want evidence-based medical manpower planning. Our approach goes beyond spreadsheet exercises based on GMENAC. Our analyses are based on population-based models, but also and examination of local perceived health needs and known indicators of local health status and problems. The result is a comprehensive report that provides superior guidance for physician need planning and recruitment.

Operations Analysis/Simulation
Problems facing institutions are often embedded in operating practices. These can be difficult to identify precisely, although their effects may be dramatic and clearly felt in areas such as the Emergency Department, Obstetrics, or Surgery. By reviewing operating procedures, interviewing participants in the process, tracing process flows, and determining levels and event times, a model of the process can be developed. Operations Analysis and simulation models provide management the ability to resolve problems by determining the types of solutions which best meet the needs of the institution, its physicians and its clients.

Performance and Quality Measurement and Public Reporting
Standardization of performance and quality measures continues to lead the federal reform agenda for the healthcare industry. In addition, federal laws require public reporting of these standardized measures to help improve consumer understanding of the healthcare services they seek to receive. It is difficult for many organizations to dedicate personnel to stay continuously abreast of and trained to understand, measure, analyze, interpret, and report these requirements. Our consultants have undergone extensive training and certification in the area of performance and quality measurements and public reporting. As one of the few firms nationally qualified as a certified HCAHPS vendor, we are able to assist organizations to administer and implement standardized tools, collect and analyze data, ensure data quality and integrity and public reporting submissions. In addition, we are able to use this data to assist your organization in addressing potential areas for improvement. By working with your management team, we can develop customized reports that help identify areas that require additional resources, help devise a strategy for improvement, manage implementation, and evaluate the on-going process.

Product Line (Service Line) Assessment and Planning
Organizations are increasingly using multi-disciplinary, cross-functional teams to improve performance and satisfaction. Whether your organization refers to this as “product line” or “service line” organization, Morgan partners have extensive planning and operating experience in this environment. We perform qualitative and quantitative assessments of market characteristics, market size, market share, competitive analysis, customer needs and preferences, image and preference surveys and focus groups. Key internal authorities, accountabilities, and responsibilities are identified; reporting relationships are defined. Our operational orientation transcends superficial makeovers; we encourage process delivery evaluation and (re-)design when indicated.

Strategic and Long-Range Planning
By definition, strategic plans cannot be “off-the-shelf” or “cookie cut.” They must always flow from specific local facts and conditions, as well as the history, culture and “personality” of the organization. Often, they are initiated because an organization is at a crossroads such as new leadership, new competition, an internal divide, or acute capital competition. We have a proven workplan that is tailored to client needs. We perform SWOT analyses, interviews of board, medical staff, management, community, and key customers and constituents. Factual data (e.g. that which is provable) and perceptual data (e.g. culture, context, organizational history, unique conditions) are collected, analyzed, and synthesized, then reported. Our process provides, and we encourage clients to adopt, strategies that are clear, focused, and measurable.
